If you’re building a deck, balcony, or pool fence in New Zealand, you’ve likely heard the term “PS1”. But what is it, and why should you care?
Whether you’re a builder, property owner, or designer, understanding PS1 documentation and the difference between F4 (balustrade) and F9 (pool fencing) is key to keeping your project compliant and stress-free.
What is a PS1?
A PS1 (Producer Statement – Design) is a formal document prepared by a Chartered Professional Engineer or qualified designer. It confirms that a product or system complies with the New Zealand Building Code (NZBC).
You may need a PS1 for:
- Pool fencing
- Balustrades on decks and balconies
- Fencing on elevated or complex structures
- Custom or non-standard installations
F4 – Safety from Falling
Applies to balustrades on decks or balconies where there’s a risk of falling from height.
Requirements:
- Minimum height: 1000mm
- Must withstand horizontal loads
- No climbable features
F9 – Restricting Access to Pools
Applies to pool fencing, ensuring child safety.
Requirements:
- Minimum height: 1.2m
- Gaps under 100mm
- Self-closing, self-latching gate
- Compliant latch height or shielding
Why It Matters
Non-compliant fencing can:
Delay consent or fail inspection
Pose safety risks
Void insurance cover
What to Do If You’re Unsure About PS1 Requirements
If you’re unsure whether your fencing or balustrade project requires a PS1, it’s best to check with your local council or ask your supplier. Requirements can vary depending on the site and installation details. At Fentec, we make it easy by clearly identifying which of our products have PS1 documentation available, so you can move ahead with confidence.
We offer fencing systems and balustrades that meet both F4 and F9 requirements. All PS1 documents are available on our Resources page.
If you have any questions about our products or PS1s, please feel free to contact our technical team, they’ll be more than happy to help.
